The Manager carries out the policies of the Board and is responsible for the day-to-day operation of the Township. The Secretary/Treasurer is appointed by the BOS. The Treasurer is responsible for proper accounting and reporting of all financial activities of the Township. He or she prepares the budget and provides financial information to the Board. The Secretary and Treasurer positions may be combined as one position or appointed as two separate positions.

Township Clerk/Assistant Secretary
The Township Clerk is responsible for clerical work of a processing and record keeping nature. This position involves considerable contact with the public to clarify requests and problems and to direct them to the proper place for resolution. Work also includes providing general clerical support to Township Officials.

Assistant Treasurer/Tax Collector
The Assistant Treasurer is responsible for accounts payable and receivable, payroll, monthly bills list and treasurer’s report and assisting the Treasurer in proper accounting and reporting of all financial activities of the Township as well as preparing the budget and providing financial information to the Board. The Tax Collector is responsible for the billing and collection of property taxes, including County/Municipality & School.

The Road Master is responsible for maintenance of township roads and bridges, snow and ice removal, drainage projects, traffic controls and maintenance of all motorized equipment.

Public Works Laborer
The Public Works Laborer assists the Roadmaster in all projects and manages these projects when the Roadmaster is not available.

The Zoning Officer is responsible for enforcing the Township Zoning Ordinance and issuing zoning permits. Mr. Soder does not work out of the Halfmoon Township Office and can be contacted by email or by calling 814-234-0271. If you are contemplating any improvements or alterations to your property, contact the Zoning Officer to discuss your plans and determine if any permits are required by the Township. Mr. Soder is available Monday through Friday 8 a.m. 4:30p.m. except Wednesday afternoon from noon to 1 p.m. (Please make sure to specify you are a Halfmoon Township resident.)

The Local Planner provides services to address more localized planning issues. These services include the review of subdivision and land development plans, preparation of ordinances and regulations to implement the regional comprehensive plan, special studies related to specific issues or areas within a municipality, and staff support to municipal planning commissions. Mr. Rilk is available Monday through Friday 8 a.m. to 5 p.m. and can be contacted by calling 814-231-3050.
